What Is Health Care Reform And How Does It Affect Me?
If you are feeling confused about the new changes in health care, you are not alone. Whether it is called Obamacare or The Exchange or the ACA, it all refers to the same thing: The Affordable Care Act.
What is the Affordable Care Act?
In 2010, President Obama signed the Affordable Care Act (ACA) into federal law to improve access to quality, affordable health care for all Americans, regardless of income level, work situation, or health status. HealthSource RI is playing a major role in running it all and Neighborhood will be one of the choices.
What Are My Options?
Health care reform has made it easier to afford insurance in two main ways. First, more people will be eligible for Medicaid, including adults who do not have dependent children. Second, financial assistance will be available to people who income is under a certain level to help them buy private insurance through HealthSource RI. You can also keep getting insurance the way you do now.
What is HealthSource RI?
HealthSource RI is our state's health insurance marketplace. Think of it as you would any type of store where you can look at options and decide what best suits your needs. You can visit online at HealthSourceRI.com or call 1-855-840-HSRI (4774). You can sign up for insurance on your own or Neighborhood can help. Neighborhood is the only health insurance company in Rhode Island that offers plans to individuals and families through both Medicaid and HealthSource RI. When you sign up with us, you get one company that can serve all your family's health insurance needs.
Will there still be RIte Care?
Yes. Pregnant women, children and parents whose income is under a certain level, will continue to be eligible for RIte Care.
As an adult without dependent children, am I now eligible for Medicaid?
Yes. Rhode Island has expanded eligibility for Medicaid to all people under a certain income (about $16,000 a year for an individual). That means adults who do not have dependent children or a disability can now sign up for Medicaid.
I keep hearing about October 1 and January 1. Why are these dates important to me?

January 2014: Your new coverage starts!
I am a Neighborhood member. What do I need to do and when?
Nothing. If you are a Neighborhood member, you will continue to receive the same Neighborhood coverage as you do now.
Why should I choose Neighborhood?
For nearly 20 years, Neighborhood has been helping people get high-quality health care. We are a Health Maintenance Organization or HMO which means our members get their health needs met from providers in our network. We are ranked tops in the nation* and serve close to 100,000 members. Starting in January, we will be able to serve even more people through HealthSource RI.
Does this mean adults without kids can finally have health insurance?
Yes! Low-income, single, childless adults will be able to enroll in Medicaid for the first time and there will be new options for adults currently without Medicare or affordable coverage from work.
What will happen to me if I do not sign up for health coverage?
Starting in 2014, most people will be required to have health insurance. Those who do not will face a tax penalty.
What types of financial assistance will be available?
If you and your family do not have affordable employer sponsored coverage or Medicaid, you may qualify for financial assistance to make health insurance more affordable. When you apply for coverage through HealthSource RI, you will learn if you qualify for financial assistance. You may be eligible for Advance Premium Tax Credits, Cost Sharing Reductions, or Medicaid. How does HealthSource RI help small employers and non-profits?
Small employers and non-profit (tax-exempt) employers may qualify for tax credits to offset the cost of covering employees, making high quality health insurance affordable for employers and employees alike.
