Providence Mayor Elorza makes appointments

Mayor Elorza Appoints Newcomers, City Hall Veterans to Senior Administration Positions
– Mayor Jorge O. Elorza, Thursday announced several appointments within his administration:
Evan England will serve as Press Secretary. England previously managed Seth Magaziner's campaign for Rhode Island General Treasurer. A graduate of Northeastern University, England's resume includes municipal and legislative campaigns as well as marketing and political consulting in the Greater Boston Area.
Adolfo Bailon will serve as Director of Neighborhood Services. Bailon worked for U.S. Senator Barbara Boxer (D-CA) for more than a decade, where he focused on state and municipal infrastructure, environmental, transportation and immigration reform. Other experience includes transportation research for the Rhode Island Public Expenditure Council (RIPEC) and program analysis for the Town of Narragansett. Bialon holds a Master's Degree in public affairs from Brown University.
Larry Eichler will serve as Director of Strategic Partnerships. Eichler, an attorney, is a member of three states' bar associations as well as that of the District of Columbia and the United States Supreme Court. He is a graduate of Syracuse and Tulane Universities.
Bonnie Nickerson will serve as Acting Director for the Department of Planning and Development. Nickerson has been a planner with the City of Providence since 2001. She received the Distinguished Leadership Award from the Rhode Island Chapter of the American Planning Association in 2013.
Sybil Bailey will continue to serve as Director of Human Resources, a position she has held for more than 12 years. A graduate of Simmons College, Bailey previously served as Director of Employee Relations for Brown University.
Jeffery L. Lykins will continue to serve as Director of Inspections and Standards. Lykins is a registered architect and Rhode Island Certified Building Official. He has worked for the City of Providence since 2009 and was appointed to his current position in 2011.
City Collector and Acting Recorder of Deeds John A. Murphy and Tax Assessor David Quinn will also continue to serve in their respective roles.
“I am excited to welcome such talented and capable individuals as Evan England, Adolfo Bailon, Larry Eichler, Bonnie Nickerson, Sybil Bailey, Jeffery Lykins, John Murphy and David Quinn into my administration,” Mayor Elorza said. “Whether they have served our City for years or are just beginning their careers in public service, each has demonstrated great energy and commitment to working on behalf of Providence's residents to create a city that works.”
